Construction Work Plan preparation includes system modeling to recommend
system improvements, writing and coordinating the Borrower's Environmental
Report, furnishing Financial Forecast data, and securing RUS approval (when
applicable). The majority of the electric distribution systems listed below
have had Work Plans Prepared on a regular basis by Charles Freeman since 1971.

and preparation of the contract between the system owner and the large commercial
customer.
