Charles H. Freeman, P.E. has, under the National Rural Electric Cooperative Association (NRECA) contract, completed a study to assist the National Electric Utility of El Salvador (CEL) in modernizing billing/records procedures, including recommendations for a state-of-the-art system of computer hardware/software and communications.
Mr. Freeman has participated in an Electric Distribution Seminar hosted by the Instituto Nacional de Electrificacion in Guatemala.
